On August 22, 2025, World BASC Organization (WBO) joined the ceremony organized by U.S. Customs and Border Protection (CBP) to celebrate the retirement of Carlos Ochoa, Branch Chief, Trade Relations and Communications Division of CBP’s Customs-Trade Partnership Against Terrorism (CTPAT) Program. The ceremony, held at the CBP headquarters in the Ronald Reagan Building and International Trade Center in Washington, D.C., recognized Carlos Ochoa’s distinguished career and more than 30 years of service to the U.S. government.
BASC took this opportunity to express its gratitude to Carlos Ochoa for his outstanding support as BASC’s point of contact at CBP, where he played a key role in consolidating cooperation between both organizations. His leadership has been instrumental in advancing the shared objectives established in the Action Plan, formalized in the Joint Declarations signed between BASC and CBP in 2012 and 2021.
Representing World BASC Organization, its member chapters and certified companies, Erik Moncayo, International President, Suzanne Lemaitre, Executive Director, and Fermín Cuza, past International President and Honorary Member, conveyed their appreciation for Carlos Ochoa’s commitment, professionalism, and leadership over the years.

WBO also welcomes George Rudy, Supervisory Supply Chain Security Specialist (SCSSS) at the CTPAT Program in Washington, D.C., who has been appointed by CTPAT as the new point of contact with BASC. With this appointment. WBO reaffirms the continuity of its institutional cooperation with CBP, ensuring the ongoing consolidation of joint efforts in support of secure and resilient international trade.
